Which of the following most accurately describes the problem?

• Haulage boss Niels Christoffersen has been convicted at Carlisle Crown Court of encouraging his drivers to falsify tachograph records to hide the fact that they were breaking the hours regulations.

Christoffersen, of Green Bank, Well Road, Moffat—a director of NE Transport & Plant Hire (Broughty Ferry) of Beattock—was found guilty of counselling and procuring drivers to falsify tachograph records when his firm was operating from Carlisle in 1992.
