Which of the following most accurately describes the problem?

• Community transit guarantee vouchers are now available to members of the FTA and RHA. By using the vouchers companies avoid the need to produce an individual guarantee or deposit to cover possible customs claims when moving goods between or through EEC member countries under the Community Transit system.

A single voucher is generally adequate to cover one journey. For some cases, such as coffee and tobacco, a single voucher is acceptable as cover for only a limited quantity. Cost of each voucher is 80p (plus VAT from April 1).

The community transit procedure is similar in function to the TIR system, which it will ultimately replace for journeys between EEC member stages. Both Associations will, of course, be continuing to issue TIR carnets.
