Which of the following most accurately describes the problem?

ONCE one of the richest of Britain' "little" unions, the Scottish Horsand Motormen's Association, is to rais the subscriptions of its 21,000 memberby 3d. to Is, 9d. a week to avoid financial crisis.

The union funds have been whittle down to £370,000 by rising costs in salaries, legal and travelling expenses. A special delegate conference has been called for April 14 at which the executive's " poverty " plea is expected to be answered by agreement to a higher subscription plan.

Last year the union overspent its income and cut into reserves to the tune of £7,000,. largely because of its strike to back up a higher wages and shorter hours demand which became the first Scottish breakthrough in the pay pause. Now the executive is trying to get a better return on investments. The £5,040 it put into the Burgh of Helensburgh at 3% and the £3,000 with the Burgh of Kilmarnock at 2% have both been reinvested with Lanark County Council at 6.1%.
