Which of the following most accurately describes the problem?

THE Government is to introduce an 1 amendment to the Road Traffic Bill by which drivers of all C-licensed vehicles (irrespective of occupation) not exceeding 16 cwt. unladen, operating within a radius of five miles of their base will be exempted from the need to keep logsheets. The Minister of Transport is to undertake that this exemption will apply for a period of two years in the first instance.

This move by the Government was revealed in an announcement on Wednesday by the British Road Federation. It has been welcomed by the Traders Road Transport Association as a sign that the principle is at last being recognized that in certain circumstances the keeping of records is a waste of time and effort which contributes nothing to road safety. They are nevertheless disappointed that the prescribed limits are so low as to exclude many vehicles to which the exemption could safely apply.

The "up to 16 cwt. unladen" exemption will in fact cover most of the current 5-cwt. vehicles in use, and some 7-cwt. models.
