Which of the following most accurately describes the problem?

'THE Common Market Commission, the ceiling organization of the six-country I trade bloc, is to present concrete and comprehensive recommendations for a common road, rail and inland waterway trarisport policy to the Council of Ministers of the market body, at a date not later than May 25 next. This is the decision reached at a meeting in Brussels last week of the Ministers of Transport of the six member countries.

The Commission's recommendations are to be discussed by the Council of Ministers on June 14, and it is hoped that joint action will be taken in the following months to clear up most of the delay at present holding up any common transport policy of overall significance. • Future legislation on the part of the member Governments will be centred on tariff policy and publication, subsidizing of transport, carriage obligations, transport quotas, transport taxes, C-licensed transport and the relation of various forms of transport one to another.

Also discussed at last week's Brussels conference was the problem of how and in what way cartel regulations in the Common Market area were to apply to transport operators. It was decided to give the official permanent representatives of the six countries concerned the task of studying the legal aspects involved.
