Which of the following most accurately describes the problem?

A West Midlands operator has been warned by Western TC Philip Brown about unauthorised operation from a site in Slough. Mike Jewell reports.

BIRMINGHAM-BASED nternational operator has escaped with a rap on the knuckles after it showed the unauthorised and vir:ually unsupervised use of an aperating centre in Slough.

Chambers & Cook European Service has ended up with a oneweek suspension on its one-truck Western licence after an appearmce before TC Philip Brown.

The company holds a 36-vehicle icence in the West Midlands and a me-vehicle licence with an operating centre in Cornwall.

Brown raised concerns over Ilegal operation from premises in "Slough and the role of its transport manager, Chris Blackburn. He warned: "You must make sure that everything is done correctly. It has not been done. Nothing is up to date and at Cornwall it was never done."

Blackburn admitted that he had never visited either the Slough or Cornish operating centres and accepted that he did not know if daily checks were being carried out. However, he believed that checks were supervised by the fleet manager in Birmingham.

He said that if faults were reported repairs were undertaken immediately or, if that was not possible, they would hire a vehicle. But he conceded that he did not know what was going on 'on the ground'. Blackburn produced some drivers daily defect reports, which turned out to be up to two years old.

He accepted that it had been his responsibility as transport manager and that he had "fallen down". He accepted that he had some work to do to get the company's house in order in Cornwall and Slough.

Suspending the licence and granting authority for the Slough operation from the beginning of July, the TC said it appeared that there had been no direct control over the WesternArea operations.
