Which of the following most accurately describes the problem?

• Amec has admitted failing to comply with a parking condition on its Castle Donington, Leics depot when it appeared at a Leicester public inquiry before Eastern Deputy Licensing Authority Philip Brown.

Following a request from the Eastern Traffic Area that the three licences the company held in that area be amalga mated, the variation applica tion provoked representations from a resident living close to the Castle Donington site.

When 20 vehicles and five trailers were authorised at Newbould Drive, Castle Donington in January 1992, a condition was imposed which prohibited vehicles from parking in Newbould Drive except to gain access to the depot, and required drivers not to leave their vehicles.

Valerie Hunter, who lives on the corner of Newbould Drive, complained that this condition was broken frequently. She said that her driveway was blocked on a number of occasions and trailers had been parked on the pavement. The noise was bad and the pollution was even worse. She agreed that many of the vehicles were ones that were hired by Amec and which were not on the company's Operator's Licence.

Director John Bucknall said that following restructuring, the director and transport manager at Castle Donington left. The condition on the licence was not pointed out to their replacements.

The number of vehicles and plant going into Castle Donington was a third down on what it was, said Bucknall.

Granting the application, the DLA said that clearly the Castle Donington condition had not been complied with. He warned that if there was cause for further complaint, the company could be called to a disciplinary inquiry.
