Which of the following most accurately describes the problem?

• Dissatisfaction with the operation of the current standard bus grant scheme has been expressed by the Passenger Vehicle Operators' Association in two letters to the Department of the Environment. The Association points out that the operation of the scheme allows the purchase of vehicles by large operators at a saving of 50 per cent which can then be partly used on excursion and tours work in competition with the non-subsidized vehicles belonging to small, independent operators.

The PV0A's view is that "both the bus fuel grant and the new bus grant should apply to all public service vehicles seating more than 12 passengers and suitable for one-man operation".

The PV0A's second letter calls for the removal of dimensional standard specifications which, it said, "had outlived their usefulness". The Association maintained that standardized specifications "would inhibit progress, would benefit no one but the manufacturers and would, in the end, result only in the production of unsatisfactory vehicles at an enhanced price".
