Which of the following most accurately describes the problem?

• A team of GLC planners left London on Sunday to study how some of Europe's principal cities have turned busy streets into pedestrian precincts. What the team learns during its 14-day tour of five countries may well indicate how more of London's streets could become traffic free.

The party consists of Mr Neil Thorne, chairman of the GLC's central area board and vice-chairman of the environmental planning committee, Mr Tom Ponsonby, an Opposition Member on the central area board, Mr R. W. Robson-Smith, chief planning architect, and Mr Gordon Ridley, chief engineer (traffic). Their tour will take in Gothenburg, Copenhagen, Vienna, Munich, Dusseldorf, Essen, Cologne, Amsterdam and The Hague.
