Jack Semple, RHA director of policy points out that many transport operators will not be affected. He says: "In the UK 25% of fleets are run by own account operators, meaning that 100,000 trucks are not covered by CPC holders. This remains a regular bone of contention for Traffic Commissioners who argue that restricted licence holders often neglect the management of their licence."

Semple is pleased that some of the more onerous provisions have been scrapped, including 140 hours of training for each transport manager, "There will be a single CPC exam, determined locally," he says. Perhaps a review of the restricted licence is necessary? ''It was originally introduced to be used by the likes of plumbers and builders' merchants," reveals Cullum, "But it's since been taken up by supermarkets."
