Which of the following most accurately describes the problem?

NORTHERN GAS Networks (NGN) has invested £4.9m in 137 emergency response Ford Transit vans. The medium-wheelbase, high-roof Transit 350s form part of NGN's emergency response and repair service. They were chosen for their ability to accommodate onboard power systems. Each vehicle is crewed by two engineers and boasts powerconversion systems for generators, compressors, power tools and digging equipment.

Adam Stephenson, network operations manager at United Utilities Operations, NGN's fleet partner, says: "The trusted reliability and driver acceptance also played a part in the purchasing decision."

He adds: "There are also heavy-duty batteries and racking equipment on board, which does affect payload, but the vehicles' primary task is to get to leakages quickly."
