Which of the following most accurately describes the problem?

yellow line markings for waiting and loading restrictions have made the Freight Transport Association see red.

This week the ETA rejected Department of the Environment proposals for what it called a "hybrid system" halfway between the current UK markings and those of the European Convention.

"The only apparent advantage that it seems to offer is a saving in yellow paint," said the FTA. Indeed, the UK system was more sophisticated than that in the rest of Europe.

It was only in recent times that British drivers had really appreciated the UK system's significance. To introduce a change-over to a new system would give rise to a considerable amount of confusion.

The FTA went on: "The new system which the DoE is putting forward would be no easier to understand than the current system, in some instances it would be more complicated, and would tend to result in a loss of flexibility in setting loading-ban times."
