Which of the following most accurately describes the problem?

ASOMEWHAT awkward interim period exists before the coming into full operation of the Government Haulage Scheme, together with its hiredvehicle fleet. Naturally, a considerable. amount of traffic is going to the controlled undertakings and their units, and some of what is left is traffic which has been refused as being unsuitable for transport by road. It is believed, however, That a certain amount of this is being conveyed in this manner, but those who carry out such work are taking a grave risk, because the Regional Transport CoMmissioners may reduce their fuel supplies.

At this point we would emphasize that any hauliers engaged on long-dis

tance work' who are not controlled undertakings, and who have not, yet offered their vehicles on hire to the Ministry, should look into this matter at once, otherwise they may be left in the cold without traffic. Even now, what was the official final date for entry has passed, but we have no doubt that sympathetic consideration will be given in cases where there has been misunderstanding, or where the operators concerned have not fully realized the difficulties in which they would be placed, also the fact that it may not be very long before no loads, other than those _travelling less than 60 miles, will be carried in any other than Governmentcontrolled vehicles.
