Which of the following most accurately describes the problem?

HAULAGE, contract hire and car rental activities have been started by the Plessey Co Ltd, an own-account operator which runs more than 2,000 of its own fleet vehicles.

Its new freight services for customers take two forms : contract haulage on a 52-week annual "package" using purpose-bought vehicles,, and general spot haulage using spare capacity on its own trunk vehicles.

The contract service is designed to appeal to small users in particular—such as shipping and import/export houses—and since Plessey supplies the driver with the vehicle the customer requires no 0 licence. Plessey arranges a 40, 50 or 55-hour guaranteed. week to suit the individual firm's requirements, and there is no mileage charge. Everything except fuel is covered by the contract rate.

The general •haulage (for which no contracts are accepted, so as not to jeopardise Plessey's own service requirements) is concentrated on small-lots up to about 1 ton. These are carried on the company's regular trunks and do not cover Scotland, Wales or Devon and Cornwall. Charges are on a per-consignment basis and Plessey quotes on the basis of commercial conditions of carriage.

Plessey's transport services executive, Mr Frank Woodward, told CM last week that now that his division was virtually autonomous he had to ensure its viability. The service and rates quoted had obviously proved attractive as they had been offered ample traffic, especially by export/ import houses needing distribution at Christmas time. The company was, he said, now planning to offer local distribution services in some towns.

Plessey is also just starting a pilot scheme for car rental— again aimed mainly at small users. The contracts, typically for two or three years, cover everything except fuel. Use of Plessey maintenance facilities to maintain the cars is seen as a means of spreading company overheads.
