Which of the following most accurately describes the problem?

• Lucas is to start producing truck brakes in China through a 60% share in a joint venture with state-owned Hua Yang Enterprise. Production of airactuated drum brakes for vehicles between five and 14 tonnes GVW will start in the second half of the year.

An initial investment of .£5.3rn will be used to build a 15,000m2 factory in Shiyan City which will produce an initial 100,000 brakes a year, rising to 300,000 within five years. At first most of the components will come from Lucas's Cwmbran plant with local production being phased in over three years.

Truck producer Dong Feng Motor Corporation will take most of the first year's production. Chinese production of trucks over five-tonnes is running above 300,000 a year and is expected to rise.
