Which of the following most accurately describes the problem?

CORNISH coach operators were encouraged to take advantage of the Transport Bill's forthcoming deregulation when they met Parliamentary Secretary for Transport Kenneth Clarke last week.

"I can well understand that some operators might feel nervous about the prospect of increased competition, but I am confident that efficient coach businesses which already provide a good service need have nothing to fear," he said.

Mr Clarke held that the removal of bus services of over 30 miles from road service licensing would encourage cheaper express services be tween Cornwall and the rest of the country.

"I can see absolutely no reason for any system of quantity licensing at all for this sort of service."

Mr Clarke added: "I am sure Cornish operators will not be slow to respond to the challenge and to take the opportunity to expand their services to meet public demand, without having to waste time and money in obtaining licences."
