Which of the following most accurately describes the problem?

• A joint protest at the calamitous effects of the Transport Bill upon Scotland's economy was sent by telegram to five Ministers last week. It was signed on behalf of the Traders Road Transport Association, the Confederation of British Industry and the Glasgow Chamber of Commerce.

The five Ministers who received it, following a meeting in Glasgow on January 31 (CM last week), were the Chancellor of the Exchequer, the Minister of Transport, the Secretary of State for Scotland, the President of the Board of Trade and the Minister of Agriculture and Fisheries. It read:— "The Traders Road Transport Association held a meeting in Glasgow today, January 31, attended by 500 people and co-sponsored by the Confederation of British Industry in Scotland and Glasgow Chamber of Commerce. The unanimous sentiment of the meeting was that the clauses of the Transport Bill dealing with special authorization, road charges and abnormal loads will reduce the competitiveness of Scottish industry and commerce.

"We ask most urgently that these clauses be re-considered because they will run counter to other Government policies for Scotland concerning investment, efficiency, exports and inflation. Scotland, because of its geographic location, will be very adversely affected by these measures in attempting to quicken the pace of industry and business and in exporting more. We urge you not to disregard the overwhelming sentiments of business and industrial leaders whose concern, like your own, is the greater economic success of the country."
