Which of the following most accurately describes the problem?

• "Never again will it be possible for a normal size boat built in the North East to be shown at the Boat Show. The cost of taking it there under the abnormal loads tax would be prohibitive. Even to transport a boat to a port for export will incur a penal tax.So said the Conservative MP for Moray and Nairn, Mr. Gordon Campbell, speaking on the evils of the Transport Bill in Aberdeen on Friday.

He forecast that consumers in the South would find their fish less fresh, but more expensive, because of the impediments to fast and efficient service.
