VOSA HAS REVEALED that its aborted changes to the OCRS system will now come into force on 1 October 2012.

The agency had been set to shake up OCRS from 30 April but missed the deadline. Lastminute technical issues meant a second start date of 1 July was also missed. As of last month, Vosa still didn’t have a date for the start of the new system – and a Freedom of Information request by CM (CM 12 July) revealed the agency feared the delays had harmed its reputation.

Vosa says: “In April we [said] the start of the OCRS changes was delayed due to technical issues discovered while testing the system. These were resolved and some rigorous system testing has enabled the changes to take place.” The scoring system rates operators depending on their likelihood of being compliant. Forthcoming changes include the removal of predictive scoring and the introduction of a straight-to-red policy for an operator’s entire fleet for serious infringements.

Director of policy at the Road Haulage Association Jack Semple says: “The changes will improve Vosa’s internal targeting system.”
