A FINANCE HOUSE that leased a vehicle to a customer after being duped by a forged 0-licence has succeeded in its bid for the return of the vehicle after it was impounded.

Traffic examiner Colin Rowlands said the vehicle had been impounded in April while being driven by Joseph Hooper and operated by Southportbased Saxby Site Services. Hooper had an 0-licence revoked in 2004.

Oliver Mackaness, a director of Billing Finance, told North-Western Traffic Commissioner Beverley Bell that the vehicle was the subject of a four-year finance lease agreement.

Saxby had been introduced by a broker called Drive UK and basic checks were undertaken.At all times the vehicle remained the property of Billing Finance. It was a condition of the agreement that the lessor held an 0-licence and Drive UK had faxed it a copy of an 0-licence, which in turn had been faxed to that company by Saxby.

Mackaness had believed the 0-licence was genuine but became aware the vehicle had been impounded when chasing Hooper for an outstanding payment.

For Billing Finance, James Duckworth said Vosa could confirm that the licence produced was a forgery. As a result the firm had been deceived into parting with possession of the vehicle.
