Which of the following most accurately describes the problem?

• Dery prices are unlikely to increase in the next few days, despite reports in the press that the Organisation of Petroleum Exporting Countries (OPEC) has agreed to limit production to strengthen the price of oil.

A spokesman for Shell says the exact nature of the OPEC decision is unclear, and there are already signs of dissension from some OPEC members.

He says that the rise in oil prices on the world's spot markets is likely to be a temporary affair, fuelled by speculation.

Even if the oil price does rise, operators will enjoy relatively low dery prices for several weeks, because changes in the oil price take some time to work through the system to the garage forecourt.
