Which of the following most accurately describes the problem?

Darren Ices

1111An appeal against the withholding of an operator's licence to Darren Ices of Hayscastle, in Dyfed, was rejected by Judge Hampden Inskip at the Transport Tribunal.

The court heard that the 0-licence allowing Darren Ices to operate a five-vehicle fleet, was withdrawn by the Carmarthen DLA when Darren's transport manager left the company.

J.D. Horgan, representing the company, asked the Tribunal to give him an 0-licence until his son passed his CPC examinations and could take over control as transport manager.

Horgan said the company had lost a lot of work since the withdrawal of the 0-licence. Under the restricted licence applying to the company, Darren Ices was limited to the operation ofjust three vehicles, said Horgan.

Summing-up, Judge Inskip dismissed the appeal. He told Horgan that the company must wait until Horgan's son passes his CPC exam before the company could apply for a full 0-licence.
