Which of the following most accurately describes the problem?

ROAD HAULAGE would be encouraged if a vehicle scrappage scheme was introduced, says the Road Haulage Association — which also argues it should be OK to offset a car against a new CV.

The scheme, being considered by the government, would allow cars and light CVs over nine years old to be scrapped in return for £2,000 towards a new vehicle.

Roger King, RHA chief executive, says: "We can see no reason why a car could not be scrapped to partially offset the purchase of a new van or truck."
