Which of the following most accurately describes the problem?

THE RISK OF INJURY when removing or refitting heavy commercial vehicle wheels is likely to be substantially reduced if operators use the Lake & Elliot tyre lugger. Designed for "one handed" operation the tyre lugger trolley will fit all sizes of tyres from 7.25 to 12.75.

Known as the "Zephyr" tyre lugger, it is a trolley which can be quickly assembled yet folds away. The trolley is comprised of a frame with roller-spin side supports and an operating handle, all of which locks together with three wing-nuts and weighs 15kg (331b).

Once the wheel is ready for removal or replacement, the support frame is positioned under the tyre, the handle is tilted backwards and the wheel itself tipped backwards to rest against the lugger handle.

A centrally positioned roller and side support rollers enable the wheel to be spun on the trolley for easy stud alignment when replacing the wheel or for on-the-spot inspection of the tyre tread, while the double wheels on the support frame facilitate smooth running and close control.
