Which of the following most accurately describes the problem?

Reports on vandalism in north-west Lancashire are beginning to give me the impression that when the inhabitants of that area are not "scoffing" black puddings or clog dancing they pass the time by wrecking buses.

For instance, take Wigan. Vandalism on the buses there reached such a high level that the Corporation transport department was forced to form a "special watch brigade". Travelling with other passengers, a corps of plain clothes men watched for people causing damage and apprehended any offenders.

However, it would appear that Warrington Corporation has gone one step farther by offering bus drivers and conductors a .£5 reward for each conviction they obtain against persons causing wilful damage.
