Which of the following most accurately describes the problem?

• The London Transport Passengers' Committee, set up under the Transport (London) Act. 1969 last month sent to the Greater London Council an eight-page document commenting on the GLC's discussion paper "The Future of London Transport" which included the suggestion for a fares-free system. It urges that the provision of an efficient public transport service should be the GLC's primary consideration in the application of its powers in regard to planning and transport.

The committee recommends immediate action to: 1, increase capital investment, particularly in new railway lines: 2, include railway and bus stations as an integral part of major redevelopment schemes; 3, speed up the provision of more o-m-o buses; 4, introduce more parking restrictions, especially at bus stops; 5, provide more bus-only lanes; and 6, ensure joint advance planning between London Transport and British Railways to improve transfer from one service to the other.

It wants the fares structure simplified and the expense involved in fare collection reduced, and a fares-free system examined in depth as soon as possible. The committee considers that the Government's contribution to public transport should be not less than that made for motorways and principal roads, and wants local authorities to seriously consider making grants or providing subsidies in certain circumstances.
