Which of the following most accurately describes the problem?

• Unless the tide of emotion and public opinion concerning commercial vehicles is countered, the possibility of achieving any Sort of sensible balance between transport and the environment is threatened. This view is expressed in the annual report of the Freight Transport Association, just published.

Hopes that the 1968 Transport Act had finally "put to bed" the influence of railway protection and road safety, at least so far as legislation was concerned, have been rudely shattered, says the report. It must now be

realized that the environment will replace those issues as the one casting a shadow over road transport during the 1970s.

The report shows the extent to which the FTA's activities have grown in scope, and the extent to which its professional services have been expanded to serve members.

The Association's finances are once again in a healthy state, the report reveals. The surplus for the year 1970 was £73,736. Subscriptions brought in a revenue of £148,675 last year, while training Courses and conferences showed a profit of £32,567.
