Which of the following most accurately describes the problem?

• Variations in speed limits for vans up to 30cwt and lorries over 3 tons unladen, already agreed by the House of Lords, were approved by MPs this week.

They gave their consent to two Orders raising the speed limit for small vans from 40 to 50 mph on all roads and imposing a 60 mph limit on heavy lorries using motorways.

Presenting the Orders, Mr Eldon Griffiths, DoE Under-Secretary, said: "Small vans are restricted to an unseasonable level at 40 mph." He added that the restriction on lorries would "reduce the danger of very large vehicles thundering down motorways at speeds that were too high."
