Which of the following most accurately describes the problem?

at Bristol AT the a.g,m, of the Western area .of A.R.O., held at Bristol on March 29, nearly 200 members attended, the principal speakers being Major .Eric Long, TO., J.P., and Mr. J. F. E. Pye, J.P. The latter is Metropolitan Area Chairman and Chairman-of the Finance Panel set up by the S.J.C. to consider the financial terms offered by the. Minister under the Government Scheme to control long-distance transport, Uajor•Long, referring to this scheme, said it was not suggested that. any operator liked it. The Association had, .however, advised members that, if the, hiring, terms .could be accepted, they .should. make the ;best of a bad jot. On one thing there was to be no

compromise—control, must be lifted at the earliest moment after the war and the freedom of the operator restored. He also asked members to give their support to the report of the Road Transport Organization joint Con ference. • Following this, a resolution fully approving the proposed organization was carried unanimously.

Mr. Pye'e spiech was enthusiastically

received, He clearly outlined the Government Scheme and reported fully on the work of the Finance Panel. He said that negotiations were stilt proceeding regarding hiring charges, and the Association had every reason to be satisfied with some of the concessions that had already been obtained, but the Finance Panel would not agree to anything until the final figures were placed before the organizations represented on the S.J.C. No One expected or desired unduly high profits, but at least the undertakings must be able to meet their legal commitments.

It was stated that 'the membership of the area was now 1,000, and during the past year 175 new members had joined.
