Which of the following most accurately describes the problem?

early next year, once the decisions are made about developments at Felixstowe South and Baths ide Bay, Harwich.

The Department for Transport has commissioned MDS Transmodal, in association with DTZ Pieda, to conduct a study into the value of trans-shipment to the UK economy. This would include the implications of changes in the capacity of deep-sea container ports, leading to a change in the volume of trans-shipment carried out.

The study is part of the preparatory work for a thorough review into the ports industry, put forward in July last year as part of the white paper The Future of Transport. MDS Transrnodal is also conducting a study for the DfT on national port demand forecasts for Great Britain to 2030. It declines to comment on the studies as they are underway. A spokesman for the DfT says: "We said last year that there would be a review into the ports industry once all the decisions have been made about developments. We have two more to go which could be made by the end of the year."
