Which of the following most accurately describes the problem?

• A driver accused of inventing "ghost" colleagues so that he could spend nearly twice the daily legal limit driving has been acquitted at Norwich Crown Court.

But his employer, Leslie Waller, of Low Road, Tasburgh, and two other drivers, face conspiracy charges when they appear in court on 3 October. Waller ran Norwich-based Hempnall Haulage and LA Waller Transport which employed driver Anthony Harvey of Bainard Rise, Hempnall. Harvey pleaded not guilty to eight charges of falsifying tachograph charts. The two companies are no longer trading.

Harvey faced charges including falsifying drivers' names, backdating charts and using two charts on the same day and not filling in the driver's name on one of them.

Prosecuting, Richard Daniel said Harvey's timesheets conflicted with the times on the tachograph charts. On one occasion, in August 1991, his timesheet showed he had worked from 05:00-22:30hrs. Two tachograph charts were completed that day, one with his own name arid one with another name.

Daniel said that in one case the name of Sharon Bonham, who had since married Waller, was used by Harvey on a chart.
