Which of the following most accurately describes the problem?

• Truck operators are keeping bulk diesel prices down despite rising oil prices because they have successfully negotiated with oil suppliers.

But they have less control over pump prices, says John Hall of fuel analyst John Hall Associates.

His research shows that exVAT petrol prices have increased around 2.5p to 44p per litre in the past six months while diesel prices have barely risen. A separate report from PHH Vehicle Management Services shows diesel rose 2p per gallon last month.
