Which of the following most accurately describes the problem?

• A waste distribution contract which generates up to 210,000 tonnes of waste per year is up for grabs from Westminster City Council.

Currently the waste is transported from the Gatliff Road waste transfer site, near Victoria Station, by Thames barge to a landfill site in Rainham, Essex. But the council wants to evaluate potential cost savings which could be made by transporting the household, commercial and street cleansing waste, by road or rail.

The Port of London Authority is opposing the council's decision to consider road haulage, which it believes would be a false economy: "If road haulage does turn out to be cheaper any savings that are made will be swallowed up on having to spend more money on the overloaded streets," it says.

The council, which expects to award the contract by May 1995, is inviting hauliers to lodge expressions of interest. The successful bidder will operate the contract from September 1995, but the duration of the contract has not been decided.
