Which of the following most accurately describes the problem?

THE Secretary to the Ministry of HE makes the following announcement :—The Minister of Transport has made Orders under the Emergency Powers (Defence) Act which will have the following effects:—

(1) Any operator of a goods vehicle may use for the carriage of goods of all classes for hire or reward or for the purpose of any trade or business carried on by him any vehicle (a) which is specified in a current carrier's licence under the Road and Rail Traffic Act, 1933, and carries a valid identity certificate ; (b) which is not specified in a current carrier's licence but carries a certificate in a prescribed form issued by a Regional Transport Commissioner. The certificate fee is: (i) if an A licence would ordinarily but for the emergency have been issued, £1 10s. (currency one year).

(ii) if a B licence would have been issued, £1. 15s. (currency oneyear).

(iii) if a C licence would have been issued, £1 5s. (currency five years).

.(38 This general relaxation of the conditions attached to carriers' licences may be withdrawn or modified either generally or in particular cases.

(2) The Regional Transport Commissioners may issue without fee a permit to any person to act as a driver of a heavy goods vehicle or of a public-service vehicle or as conductor of a publicservice vehicle for a period of one year from the date of the perniit.

(3) The Regional Transport Commissioners may issue permits :— (a) modifying existing conditions on road service licences (no fee) ; (D) authorizing a temporary service of public-service vehicles for a period not exceeding one week (fee 5s.) ; (c) authorizing a new service of public-service vehicles, subject to such conditions as the Commissions may consider expedient (fee £1).

The general object of these provi sinus is to remove restrictions on th carriage of goods by road which woul. be inappropriate under war condition and to facilitate adjustments in ron. passenger transport' services.

The effect of these Orders is :—

(1) to allow any vehicle specified i a current A, B or C carrier's licence t be used for the carriage of all classes c goods for hire or reward;

(2) to enable the Regional Transpm Commissioners to issue (at fees base on present A, B and C fees) " certif cates " for use in the case of vehicle for which an A, B or C licence ha become expired or has not yet bee: obtained; (3) to enable the Regional Trani port Commissioners to authorize tie. (coach and bus) road services or t modify existing licences for such roa services (fees are payable in som cases) ; (4) to issue " permits" in lieu c " vocational " licences for drivers c public-service vehicles and heav goods vehicles.
