THE MANAGING director of Turners (Soham) says a report into the events that led to a tanker crashing through the stern door of a ferry and landing in port water is being disputed by tile driver, An investigation by the Marine Accident Investigation Branch (MAIB) found the driver had not applied the brakes and left the articulated tanker out of gear before the Stena Line ferry sailed out of Loch Ryan in Scotland in January (see CM 5 February).

The report also blames the ferry company for having securing arrangements that were not in accordance with the vessel's securing manual, and for its deck and ferry securing points failing to comply with codes of practice.

It has made recommendations for Stena, as well as for haulage operators, that include ensuring that parking brakes are correctly applied and reminding operators that securing points on lorries are a regulatory requirement for any kind of sea travel.

However,Tumers MD Paul Day says the 60-year-old driver, whom he describes as an "ideal employee': and who is also a company driving instructor, is adamant that the brakes were on.

Day says: "We're concerned that when the investigators went to the vehicle, there was no-one with them; our driver wasn't present." He says a signed statement by the driver was sent to the investigation team, adding: "He believed he had done everything properly, so we are at a loss. I don't believe there will be any action taken against the driver." When contacted by CM, the MAIB declined to comment on the driver's version of events A Stena Line spokesman says: "Stena Line acknowledges the MAIB report on the Stena Voyager incident, and has noted all its recommendations and will comply with the specific recommendations made to Siena Line."

RECOMMENDATIONS

• VOSA and the Maritime and Coastguard Agency to carry out co-ordinated programmes of roadside/dockside checks and inspections of freight vehicles presenting for shipment at UK ports.

• Stena Line seeks assurance through operational trials and inspections that the crews on-board its HSS 1500 vessels are able to stow and secure all vehicles in accordance with the cargo securing manual.

• That Turners (Soham) ensure all its freight vehicles intended for shipment by ferry are fitted with correct ferry securing rings.
