1 • Gwent haulier Robert Nurmi is responsible for the condition of trailers he hires from the Irish Republic, said South Wales Licensing Authority John Mervyn Pugh. Nurmi, who trades as Bob Nurmi Transport of Newport, appeared at a Cardiff public inquiry having been warned in April of the consequences of further prohibition notices.

After the LA had pointed out that a trailer had since received a prohibition notice, Nurmi said that he had not thought of a trailer as a '`vehicle". He hired the trailers from Burns Transport but paid for all the repairs.

Renewing Nurmi's licence for one vehicle and two trailers, Mervyn Pugh said that many operators did not realise that trailers were 'vehicles", but they were deemed to he so in law.
