Despite the Minister of Transport's ,decision not to hold anation-wide dipped headlights campaign, the Birmingham committee feels it must continue to draw ;wenLion to the need for more lights on ‘eWcles when moving at night and also to encoarage the high percentage of drivers who in Birmingham now habitually use dipped hea dliehts.
