Which of the following most accurately describes the problem?

DECAUSE some road fund licences cost

the equivalent of about £1 per working day, the transport committee of the Liverpool Chamber of Commerce and Industry has put forward the proposal that consideration should be given to 4changing the present basis of renewal and surrender of licences. At present licences can be taken out only from the first day of each month and refunds of cancelled licences obtained from the, first day of the following month.

The committee recommends that in future the payment for, and the refund of, licences should henceforth be on a weekly basis. It points out that if this

system were introduced, not only would it relieve pressure on the taxation offices at the beginning and end of each month, but it would enable a new vehicle ready to be put on the road in the middle of the month to be licensed immediately without having to pay the full licence fee from the first of the month.

Similarly, for any vehicle withdrawn from the road a refund of the licence could be effected immediately instead of the end of the month which, in both cases, would show a considerable saving to the operator. The proposition has been put forward to the transport committee of the ABCC for consideration.
