Which of the following most accurately describes the problem?

A fair number of orders for motor vehicles and allied products was given out by Government Departments during August last. The War Department plaberl contracts for Guy, Thornycroft, T.S.1VI., Crossley and Morris-Commercial chassis, Morris-Commercial lorries, Dyson and Brockhouse trailers, Guy 35-cwt. lorries and Fordson tractors.

The G.P.O. authorities ordered Duple, Harrin gton, Nicholls and Mann Egerton bodies, Albion and Morris-Commercial chassis and Morris-Commercial vans. The CrownAgents for the Colonies gave an order for a bus to Rootes, Ltd., and one for road rollers to Aveling-Barford, Ltd.

List of Contract Licensees Issued.

A complete list of current Contract A licences is contained in No. 171 of " Applications and Decisions" for the Eastern Area. A note says that "The list should be kept for reference." Is this a move to encourage operators to watch others and assist the Licensing Authority to detect breaches of the licence conditions?

Driver Who Altered Record.

Falsification is a very serious matter." This statement was made by Mr. A. S. WNicol, deputy fiscal, when a lorry driver admitted, at Cupar, when asked by a traffic examiner to produce his record book, he altered the date on the record, producing it with intent to deceive. He further admitted a charge of failing to keep current records. He was fined 40s. on each charge.

Shipping Guide for Hauliers.

The following is the number of ships arriving at the London docks, wharves and jetties named, from October 8-16 inclusive :—Docxs : King George V, 8; Royal Albert, 8; Royal Victoria, 4; Surrey Commercial, 9; East India, 1; West India, 2; South West India, 2; Tilbury, 8; Tilbury Stage, 2; Millwall, 4 ; London, 3. Authority to Call Carriers Conference.

Rejecting as inconclusive evidence of a scarcity of road transport at Bolton, Mr. W. Chamberlain, North-Western Licensing Authority, announced a new administrative step at a Manchester inquiry, last week—that of exercising powers conferred upon him under the Act to call a general meeting of the carriers in the area.

Mr. Edward Edge, of Longfellow Avenue, Bolton, applied for permission to carry goods for a firm who had five vehicles of their own, but on many occasions found it difficult to find public carriers to supplement the work of their own vehicles.

Mr. Chamberlain pointed out that the difficulty was probably due to the desire to extract 100 per cent. of service from the firm's own vehicles and to give short notice to the other, carriers. As Licensing Authority,. he found it impossible to provide traders with a taxicab service of carriers. Instead of introducing a coal dealer, like Mr. Edge, to compete with A-licence hauliers, • he would call upon the hauliers to meet him and to explain their inability to serve this firth.

£2,500 a Year From a 21-tanner..

In a case at Cardiff, last week, in which Messrs. Legassicks, furniture removers, applied for an extra A-licenee vehicle, it was stated that an existing 21-tonner had earned as much as £2,-500 a year. Decision was reserved.

-Special. LiCences for 'Drivers of Gasproducer Vehicles.

....Under a new regulation issued by the French Ministry of Agriculture, special -driving licences are to be issued in France to persons qualifying as drivers of gas-producer vehicles. The examinations will be both oral and practical, the latter tests including preparation . and starting up of producer, and clearing out furnace, filters, purifiers, etc. PERSONAL PARS. 7 MR. T. M. MR A. WILLIAMS; who previously held the position of production mana...ger at the Kingston factory of Leyland Motors, Ltd., has now been appointed worn manager of the factory.

.Ma. A. R. COLES, who, for the past 10 years, has managed the Sheffield branch of Simms Motor Units, Ltd., has been promoted area manager for the West of England. In his new capacity Mr. Coles Will control the Bristol and Plymouth branches of the company.

MR. H. b. RAPHAEL, sales manager for Leyland Motors. Ltd_ in New Zealand, who has been on a business visit to the Leyland headquarters factory, leaves England to-morrow for New Zealand. During his return voyage he will break his journey at Sydney to visit the Australian branch of the company in that city.

MR. MAX HOFMANN has been appointed export sales manager of the Waukesha Motor Co., Waukesha, Wisconsin, U.S.A., the products of which are available to operators in this country. He joined the concern in 1926, having previously been with the Argentine branch of Messrs. Korting Brothers, a German firm of oil-engine makers. With this firm he was employed as an oil-engine installation engineer and, subsequently, made journeys through Europe, Africa, the United States and South America. Mr. Hofmann has, by reason of his experience, a long and intimate knowledge of oil engines, and has presented a number of papers dealing • with compression-ignition units and allied subjects.

Big Contract Application Rejected.

Following his recent pronouncement on the subject of contracts, the Metropolitan Licensing Authority, last week, refused to grant Contract A or open A licences to G. Bailey and Sons, Ltd., 35, Great Ormond Street, London,

W.C.1, for 26 extra vehicles, The machines were required for work on behalf of the Metropolitan Water Board and the Office of Works.

As in the recent case affecting Hornchurch District Council (see The Commercial Motor dated September 24) , the Authority held that acceptance of a tender for haulage does not constitute a contract within the meaning of Section 7 (1) of. the Road and Rail Traffic Act. The Metropolitan Water Board and the Office of Works accepted tenders for the hire of vehicles as required, but did not bind themselves tq continuous use.

The case was adjourned sine die.
