Which of the following most accurately describes the problem?

Is it the job of government to help modernise a privately operated road transport industry? To be sure, we all need a helping hand in this life every now and then, but is this wise, or even wanted? Over the coming months some too hauliers—mainly small operators—are set to receive a visit from representatives of the FTA and RHA who will offer advice on how they might be become more efficient. The pilot scheme follows the DoT's announcement that it is putting up /21n to help the industry adopt best practices in fuel efficiency and IT systems.

What surprises Commercial Motor is that for many months, particularly in the face of fuel price protests, the government has suggested that the industry has been suffering from over-capacity. Now it risks maintaining it by propping up inefficient operators and keeping them going when they'd arguably fall by the wayside.

Those hauliers who can't get a profitable rate will hardly be missed by the ones that do. And that applies equally to big fleets as well as to owner-drivers. Indeed, there's a strong argument to say that marginal businesses charging depressed rates only drag down the overall profitability for all.
