Which of the following most accurately describes the problem?

Revoking the licence held by Cardiff-based tan

ker operator Goldwing (Wales) Welsh Traffic Commissioner David Dixon has given notice that he intends to disqualify the company's directors from holding Or obtaining an 0-licence.

The IC initially reserved his decision after the company, trading as Thomas Oil Distribution, had appeared at its third maintenance-related public inquiry ( CA44-10 October).

Revoking the licence, the IC said that in the light of prohibition notices and an unsatisfactory maintenance investigation, he found that the company had failed to make proper arrangements to keep its vehicles and trailers fit and serviceable.

They appeared to have learned little from their previous two appearances at public inquiries and he did not accept the contention that matters had improved immensely since the last public inquiry just over a year ago.

"Although changes to maintenance procedures were offered, the demeanour of the two directors at this public inquiry gave me no confidence that they were aware of the seriousness of the shortcomings or that they would take effective action if allowed to continue," said Dixon.

He added that the company had agreed to submit financial evidence by the end of September. No such information had been received so he could not be satisfied that the company was of the required financial standing.
