• The Department of Transport has drawn-up plans for the allocation of multi-lateral EEC permits for 1987 (CM October 25).

They will be offered to operators prepared to surrender West German, Italian or Spanish general quota permits from their bi-lateral allocations for 1987.

The minimum number of permits bid should be 45 in total from at least two of the three countries and should include at least 25 West German permits, or 30 Italian permits, or 15 Spanish permits.

Operators will be asked to bid their bi-lateral permits for multi-lateral permits; those offering the largest number of hi-lateral permits in exchange will receive most multilateral permits. The Department adds, however, that some consideration will be made for previous use of multilateral permits.

Common Market officials are working on new quota arrangements for 1987 which will increase the total by 40% to 11,475 licences and raise Britain's allocation to over 900.

However, the new and more generous authorisation can't take effect until later in the year because the enabling regulation has not yet passed through the EEC machinery.

Permits for road hauliers going to France will be freely available for 1987. This Department of Transport edict follows the decision of a recent meeting between British and French officials to merge the co-operation quota with the general quota.
