Which of the following most accurately describes the problem?

The Brazilians have been experimenting with alternative fuels for some time, including ethanol from sugar cane which has proved successful in diesel engines. Several experiments have also been conducted with methane and with "biogas" from sewage, which consists mainly of methane.

Rio de Janeiro's street cleaning department is now trying to solve its financial problems by using biogas. With the assistance of Volkswagen Brazil, they have converted their fleet of trucks to biogas operation and are quite selfsufficient.

Fuel consumption rates have also improved from four kilometres per litre for petrol to eight kilometres per cubic metre of biogas.
