Which of the following most accurately describes the problem?

• Driving regulation conditions prohibiting the use of eight streets in Barrow-in-Furness by public service vehicles have been imposed by North Western traffic commissioner Roy Hutchings.

In the first case of its kind Hutchings turned down a request from Cumbria County council for a condition preventing the use of any street in the built-up area of Barrow for hail and ride services. He reserved decision on the County's other request for conditions banning public service vehicles from using 17 specified streets.

The imposition of the conditions was opposed by Ribble Motor Services who wished to run a mini bus service in the area. However, following a site visit Hutchings has announced he is imposing the requested conditons on eight of the streets concerned. He is to put his reasons in writing at a later date.
