Which of the following most accurately describes the problem?

SINCE July 21 this year, a further 23 cases of dropped beams have been identified in the Midland Link motorways elevated sections, but explaining this in the Commons Junior Transport Minister Kenneth Clarke gave an assurance that they did not effect the safety of the structure.

He noted that since the autumn of 1978, 44 cases had been discovered. Inspections were being carried out to investigate the full extent of the engineering problem and to devise a system of full repair.

Some of this work was in sufficient detail to enable a judgment to be formed regarding legal liability Mr Clarke told Jeff Rooker (Labour, Perry Barr) who had asked questions about the defects.
