recovery vehicle to transport steam engines to rallies under the companv's trade plates?
A The purposes for which a vehicle operating on trade plates may be used are laid down in Regulation 35 of the Road Vehicles (Registration and Licensing) Regulations 1971.
Paragraph (3) states that a vehicle cannot be used on a road with a trade licence unless it is either a vehicle in temporary possession of the holder as a motor trader or is a recovery vehicle kept by him for the purpose of dealing with disabled vehicles in the course of that business.
Paragraph (4) reinforces this by restricting the use of trade licences to business purposes•and, in the case of a recovery vehicle, to dealing with disabled vehicles.
The transport of steam engines to rallies cannot be described either as using the recovery vehicle in the course of business or for dealing with disabled vehicles and the vehicle used, therefore, cannot be legitimately operated under trade plates.
