uAULIERS who failed to comply with any of the provisions of the Motor Vehicles (Authorization of Special Types) Order could not claim its protection, This was stated last week by Mr. John P. Wilson, clerk to. Sunderland magistrates' court, when Siddle C. Cook, Ltd., Consett, were alleged to have contravened the Order by failing to give 48 hours' notice of the movement of a heavy load. They were also charged under the Construction and Use Regulations with carrying 27 tons on a six-wheeler, It was stated that Sunderland town clerk had agreed to withdraw the summons under the Regulations if the company pleaded guilty to that framed under the Order. Mr. Wilson said that he was prepared to advise that the summons under the Order disclosed no offence, and that the case must proceed on the summons under the Regulations. Unless all the provisions of the Order were carried out, no person could claim their protection, he stated. No notice had been given by the company as required by the Order, so they were not operating under it and were not entitled to any protection. In the circumstances, the vehicle was operating under the Regulations. Mr. Campbell Ward law. for Cook's, said that in view of Mr. Wilson's submission, the concern had no option but to plead guilty. They were fined £10 on the second charge.

FUTURE GRANTS MUST BE KNOWN

"IF the planning of road improvements I is to be really effective, it is necessary for clear guidance to be given by the Government as to the amoutit of money which will be available for a period of 10 years ahead for road and rail improvements . . . so that planning can be realistic." This is stated by the town planning and general purposes committees of London County Council in a joint report considered by the council on Tuesday. It is thought that low rail fares would encourage the use of the railways and ease road congestion.
