Which of the following most accurately describes the problem?

WHAT is possibly the light-van oil VV engine of the future has been announced in agricultural form by F Perkins, Ltd., Peterborough. This completely new four-cylindered unit will be known as the Four 99 (TA) agricultural oil engine and is to be shown for the first time at the Smithfield Show, Earls Court, from December 2 to December 6. It has a capacity of 99 Cu. in. (1.621 litres) and develops 35 b.h.p. at 3,000 r.p.m. Maximum torque is 64.5 lb.ft. at 2,000 r.p.m. Weight is only 456 lb. The cylinders are 3 in. in diameter, whilst the stroke is 3.5 in. Compression 'ratio is 19 to 1. A new patented combustion system is incorporated, together with a C.A.V. distributor-type injection pump. Flange mounted on the timing case, the pump can have mechanical or hydraulic governing. Automatic advance can be provided for variable-speed engines. The upper part of the combustion chamber is hemispherical and machined into the cast-iron cylinder head, whilst the lower half is formed by an inserted machined plug containing the throat connecting chamber to cylinder. Monobloc construction is used, with centrifugally cast wet cylinder liners. The crankshaft is an alloy-steel stamping with integral balance-weights and inductionhardened main and crankpin journals. Lubrication of the thin-wall, pre-finished lead-bronze-lined crankshaft bearings is by a Hobourn-Eaton oil pump through a full-flow filter. There is a metered feed to the overhead valve gear. , The big-end facing of the connecting rods is inclined at 45° and serrated for cap location, attachment being by two setscrews.

GREATER TRAFFIC POWER FOR LOCAL AUTHORITIES

C)N and after December 1, local authorities outside London may make traffic orders without confirmation by the Minister of Transport. These may be concerned with the banning of loading or unloading for any six hours in a day, the restriction of waiting and the introduction of one-way streets. These powers are to be granted under the Road Traffic Act, 1956. From that date also, 30 m.p.h. signs will be found on posts at 150-yd. intervals in restricted areas. No person may then be convicted of speeding in a street, where there is no system of street lighting, unless the 30 m.p.h. limit is indicated by these signs.

AVON-HENLEY ARRANGEMENT WHEN, on December 31; the Avon VV India Rubber Co., Ltd., acquire the capital of Henley's Tyre and Rubber Co., Ltd.. now owned by W. T. Henley's Telegraph Works Co., Ltd., the production of Henley tyres will be transferred from Gravesend to the Avon factory at Melksham. Henley's Tyre and Rubber Co.' will continue their own marketing arrangements and their home and export sales staff will be unaffected.
