Which of the following most accurately describes the problem?

raA DECISION by the Metropolitan Traffic Commissioners that Premier Travel, Ltd., Cambridge, should not be allowed picking-up points between Royston and Great Chishill on their express services from Royston to Clacton-on-Sea was contested in London. last week.

The company also appealed against the Commissioners' grant of an express licence for a service between Barley and Clacton to Mr. H. V. Richmond. Barley. near Royston.

"It is quite incomprehensible that these picking-up points should he granted to Mr. Richmond and not to ourselves, declared Mr. E. A. Lainson, for the applicants. Premier passed through Barley, Reed and Barkway, but were not allowed to stop for existing passengers, although this would add only 10 minutes to the running time on the 82-mile journey.

Operationally it would be a• short 'extension of an existing service, whereas the grant to Mr. Richmond changed the whole character of his business. He had not previously catered for express or stage traffic to the same extent as Premier, but had run day excursions to Clacton.

Mr. James Amphlett, for Mr. Richmond. said the villages concerned were only just in Premier's area. Mr. Richmond was the local operator, and last year he had ran 13 excursions to Clacton , at a loss in order to serve the public. Premier operated only one.
