rAA COAL delivery scheme run by the Trades Union Congress was described to the Yorkshire Deputy Licensing Authority, Mr.. J. H. E. Randolph, at Sheffield, last week.. Mr. Cooper, secretary of the Wharneliffe Silkstone Home Coal Scheme, said they carried coal to the homes of_ National Coal Board workers, charging nothing but cartage. The system was operated by a management committee appointed by the T.U.C., and. their present B licence covered three vehicles. As some men had been transferred by the N.C.B. from Birdwell to plants at Smithywood, they now wanted to have a radius of seven miles from Birdwell Post Office.

Cross-examined by Mr. M. Taylor, representing nine objecting hauliers, Mr. Cooper said they had 500 people on their books requiring deliveries. He admitted -that one vehicle had been sold withont the. Licensing Authority being informed, so that now they were operating only Iwo lorries.

He explained that if a man voluntarily Left the area they would not carry coal for him, but if he was transferred by the N.C.B. they wanted to continue to deliver to his home.

Refusing to extend the radius, Mr. Randolph said he disagreed with the principle of delivering to transferred men, but of not serving men who left the area of their own accord.
